Capacity Building for the newly-formed Diaspora Ministries in Africa
This programme has been initiated to respond to the capacity deficit which is currently affecting the performance of the emerging Diaspora Ministries in many countries in Africa. Growing awareness of the potential for development represented by diasporas has, in fact, led a number of countries to initiate diaspora-friendly policies and set up dedicated institutions and Ministries. Insufficient capacity, however, means that these newly-formed Diaspora Ministries are hindered in making well-informed policy choices and appropriate decisions, as well as in developing feasible strategic interventions and realisable actions that can help to maximise the contribution of the diaspora to the development of the continent.

The Capacity Building for the newly-formed Diaspora Ministries in Africa programme is supported by the Netherlands Ministry of Foreign Affairs, Cordaid and the Deutsche Gesellschaft für Technische Zusammenarbeit (GTZ).

The programme will tackle the capacity deficit of the newly formed Diaspora Ministries in African countries by generating knowledge on migration-development that is tailored to their policy-making needs and by providing capacity building training to the diaspora representatives.

The programme will develop knowledge and information from which lessons can be learned for policy-making purposes based on original research. In particular, the findings of the study will make a significant contribution to the understanding of the impact on homeland development of the non-financial values transferred by the diaspora. In addition, the research will contribute to the advancement of knowledge in the field of migration and development. The study will produce specific policy recommendations that are of high interest and value to policy makers and practitioners concerned with migration and development-related issues both in Africa and in Europe.

The programme will also provide training that will enable these newly appointed policy makers to gain access to up-to-date information in the field, as they lack access to the most recent knowledge generated on the subject. Acquiring this knowledge will enhance their policy-making capacity and improve their capability to design effective policy instruments geared to connect more closely the collective force of the African diaspora population in Western Europe with the development of Africa in all of its facets.

This is an innovative policy-relevant programme. It addresses a topic which is timely but has thus far been largely overlooked, despite its critical significance. This proposal is the first of its kind developed to address the capacity-building needs of the newly established Diaspora Ministries in Africa.
